An open-source local runtime for AI agent tool calls routed through it. It checks each call against policy, asks for approval when needed, verifies declared evidence and keeps a redacted receipt. Mutations are dispatched at most once per task, and calls with an uncertain outcome are parked for reconciliation instead of being replayed, which avoids duplicate side effects after timeouts.
