The .cmd tool is a cross-platform tool downloader and task launcher that you check into a project, so it works in any shell on Linux, macOS, or Windows without a separate install step. The author built it because package managers such as mise and asdf must be installed separately on CI and on each machine. It acts as the entry point to a project's CLI tasks.
