harden_github_repos.py: Bulk-harden GitHub repo settings

About

A Python script that uses a real browser window via Playwright to change settings on every public repo you own. It turns off the wiki (or restricts editing) and enables private vulnerability reporting, secret protection and push protection, skipping steps already done. It needs no API token because you sign in yourself and the script clicks the same buttons, and it has a dry-run mode.
