Rocky Surf is an open-source control plane for creating, stopping, and terminating cloud VMs preloaded with coding-agent tool bundles like Claude Code and OpenCode, across multiple cloud providers. It includes an MCP server so agents can be managed outside its UI and a modular skills system for adding new tool bundles or cloud providers, letting a controlling agent run off a user's laptop instead of on it.
Why it made the leaderboard
Coding agent CLIs increasingly offer their own cloud infrastructure, but someone still has to control it from somewhere; Rocky Surf lets that control plane live off your laptop, with MCP support so other agents can manage the fleet too.
