The Chinese AI Infrastructure Boom: Introducing the SemiAnalysis China Datacenter Model

SemiAnalysis has applied its building-by-building datacenter tracking to China and reports more than 24GW of built AI datacenter capacity there. By its count, that exceeds the total for EMEA and for the rest of Asia-Pacific. The firm presents the finding as a challenge to a common assumption that Chinese AI infrastructure is small or that much of it sits vacant. The figure is capacity that has been built, which is not the same as capacity running frontier training at full utilization, and the analysis does not by itself resolve how much of it is filled with current accelerators. Still, it gives forecasters a bottom-up number in place of rough estimates, and it helps explain how Chinese labs sustain their steady pace of open-weight model releases.

Context

Vacant datacenters and strong demand for AI capacity can coexist when the available buildings do not suit the new workloads. SemiAnalysis makes that distinction in its China datacenter report: much of the older stock consists of low-density urban facilities built for smaller customers, while AI demand is filling large wholesale developments.

The report argues that legacy retail racks no longer match what modern AI servers demand and are impractical to retrofit given partial occupancy and high cost. It supports this with a colocation operator's disclosure showing wholesale buildings back above 70% utilization while legacy retail racks sit near 60%. On that account, a national vacancy figure alone cannot tell a reader how much usable AI capacity is available.
