Context

The practical news in this July 7 post is the license. Tencent released the finished Hy3 model under Apache 2.0, a standard permissive license that lets anyone download, modify, and sell products built on the model, with conditions mostly about keeping the license and attribution notices. A company can therefore run Hy3 on its own servers or ship a customized version without a separate agreement with Tencent. Tencent's April posts and press release for the preview, including the post covered here, called it open source without naming a license. The choice also stands apart from a trend Interconnects described in September, when Chinese labs at the frontier were adopting more restrictive licenses, with Kimi K3 and MiniMax M3 requiring commercial agreements for some uses (its licensing roundup).

The performance half of the post is Tencent's claim. Its official release announcement says Hy3 is comparable to flagship models with two to five times its parameter count and gives its size as 295 billion parameters, 21 billion of them active for each , but the post's text offers no to check against. The license terms are something a builder can rely on today; the size comparison needs independent testing before it should decide which model to use.

Terms in this piece · Glossary
  • fine-tuning — Taking a trained model and training it a bit more on your own examples so it gets better at one specific job.
  • token — The chunk of text a model reads and writes in — roughly three-quarters of a word — and the unit AI usage is billed in.
  • benchmark — A standard public test set for comparing AI models — the shared scoreboards behind every "model X beats model Y" claim.
