Latest open artifacts (#24): Motif-3, GLM-5.3, Hy4-preview and open model licenses

Downloadable model weights can come with conditions that matter to businesses hosting them. Z.ai's GLM-5.3 license requires a security review when a licensee or its affiliates operates a model-service business and their combined revenue exceeds $10 billion over any consecutive 12 months. The condition applies before commercial use of the model or derivatives, and the license says the scope and method of the review are determined by Z.AI. Primary license text.

The license defines the relevant service as giving a third party access to model inference or fine-tuning in a way that allows meaningful control over inputs, parameters, or training data. It excludes end-user products with model capabilities embedded within specific features, and the mere relaying of requests to models hosted by others. The newsletter Interconnects adds that the license does not define affiliates, which it says creates uncertainty for adoption.
