prx: Local-first PR Review Lifecycle Manager

About

prx (Pull Request eXaminer) watches the GitHub repositories you choose and has a local agent CLI (pi, claude, codex, or a custom one) or an LLM API review each open pull request. It posts findings to GitHub, notifies you, and keeps a history of every review, leaving the approval decision to you. It ships as a single Rust binary with a CLI, background daemon and localhost API, plus a macOS menu bar client.
