hyperbutler is an open-source, Docker-compatible engine for Windows that boots a small Linux VM through the Windows Host Compute Service and runs dockerd inside it, so WSL is not needed. The stock docker CLI and Compose connect to it through a docker context. On one laptop the author measured 319 MiB idle memory and 2.5 s to first container, against 1.7 to 2.7 GB and 5.6 s for Docker Desktop; the author notes that one machine is not a general result.
