Domestic control over AI models can coexist with dependence on foreign computing hardware. SemiAnalysis makes that distinction in its South Korea analysis: a sovereign model needs sovereign infrastructure, meaning domestic control over where it is trained, how it is deployed and who can access the compute, but Korea still lacks a scaled domestic provider of leading-edge accelerators and cannot create a competitive accelerator ecosystem simply by spending more money.

An earlier NVIDIA announcement, dated October 2025, illustrates the relationship: planned Korean government and corporate infrastructure would add more than 260,000 NVIDIA GPUs. Such projects can expand local AI capacity while also expanding business for the overseas chip supplier. That supports the infrastructure argument without establishing the article's projected shareholder winners and losers.
