load-lock is a machine-wide counting semaphore that coordinates heavy work such as builds and test suites across parallel coding agents like OpenCode, Codex CLI and Claude Code. Agents acquire a permit before heavy work, keep coding while queued, and receive a FIFO offer they must claim. This prevents agents on the same machine from competing for cores and thrashing caches. It is cooperative and advisory, and ties permits to real process lifecycles so crashed agents release them.
