Keeping an AI request in a required region depends on where it is processed, not simply where the provider is headquartered. OpenRouter, a service that routes requests among model providers, describes an EU endpoint for Business and Enterprise accounts that it says decrypts and processes requests within the EU. Its residency guide separately describes provider restrictions and data-retention controls. If approved providers are unavailable and outside fallbacks are disabled, the request fails instead of being rerouted elsewhere. Applications must then decide whether to queue, retry or report the failure.
