Context
Anthropic's April 30, 2025 policy post responded to the US Commerce Department's Framework for Artificial Intelligence Diffusion rule, which sets export controls on advanced AI chips by placing countries in three tiers by national-security risk. Anthropic argued that export controls help maintain the United States' compute advantage, and recommended strengthening the rule. Policy position.
Its recommendations were to let middle-tier countries with robust data center security obtain more chips through government-to-government agreements, to lower the amount middle-tier countries can buy without a license (about 1,700 H100-class chips) so more purchases trigger review and purchases just under the limit are harder to exploit for smuggling, and to fund export enforcement. These describe the company's position in that 2025 policy debate, not the export rules in force now. Recommendations.
