Context
Anthropic expanded its regional sales restrictions to cover corporate ownership, regardless of where a customer operates. Its September 4, 2025 announcement includes entities more than 50% owned, directly or indirectly, by companies headquartered in unsupported regions. An overseas subsidiary can therefore fall within the restrictions even when it operates in a supported country. The announcement explains the ownership rule.
The company describes this as closing an access route through foreign subsidiaries. It cites concerns about military and intelligence uses and competitors learning from its models. Those are Anthropic's stated reasons for the restriction; the announcement does not measure how effectively it prevents such uses.
