Set per-user budgets on AI Gateway

Vercel's AI Gateway can apply a single spending allowance, denominated in dollars, across the API keys and app access credentials attributed to a team member. Once that allowance is reached, new requests are rejected until it resets or is increased. The announcement describes a default allowance for each person, with individual overrides, and says the feature is useful for controlling spend from coding agents and other unattended workloads.

Attribution determines what the allowance actually covers. Keys created before the feature were assigned to the team, while new keys default to their creator; shared application keys can be assigned to the team explicitly. Spending through customers' own provider credentials is excluded. Existing key, project and team budgets also continue to apply, and a request must fit within every applicable budget.
